Jose Lockhart, a licensed structural and earthquake engineer, is the Chief Executive of S&I Engineering. Lockhart has over 30 years of progressively senior management and diversified experience and a consistent track record of identifying opportunities, building optimal businesses, and developing high-performance teams, building designers as well as house engineers. Demonstrated ability to operate effectively in multi-cultural environments and build and motivate teams to achieve business goals. Built enduring and multi-level relationships with Regulators, apartment contractors, and Business Leaders.
He has worked at WRG Engineering, PC, and held multiple senior roles before conceiving the idea of starting his own business under the name & style S&I Engineering with a moto “Talk to the structure, feels it, and listen to it.” With hands-on experience in the most valuable and robust structural computer programs- he is more focused on providing the right answer to his client’s requirements. Over his long career, he has applied qualities of integrity, credibility, and a passion for progress to strategic governance efforts.
Lockhart completed his studies at the State University of New York in Buffalo and holds an MS in Structural & Earthquake Engineering, and demonstrates well-developed communication skills; as an apartment builder, he is conversant in Spanish and familiar in French.

During the recently past years, the NYC Department of Buildings (DOB) has issued many earth retaining walls and parking garages violations. Less than 5% of the owners have complied with the law. New York City Rule 103-109, and the local law 126 required the owners of earth retaining walls with 10 feet or more facing public right-of-way, and parking garages structures, to hire a NYS licensed professional engineer to inspect and assess the conditions of these type of structures every five years for walls, and every six years for parking garages, and file with Department of Buildings documenting the results of the inspections and condition assessment.

We're good at what we do, but retaining walls isn't one of our specialties. S & I were there for us when we required a specialist in retaining wall structural engineering. Joe Lockhart came out and spent a significant amount of time explaining a basement drainage issue reconstruction to us.
